Some engagement sequences can anyways happen when you meet and build good relationships with co-authors. It's natural to tend to read their articles. And it's even more natural that the person would read some article from your list too. And sometimes we simply like reading each other's articles because we have known each other for a while and we like knowing what they are doing in life every next day.

This may not be the classic pact "You read mine I read yours", but something that can happen naturally too.

Now is Medium trying to tell us that "Don't read your reader's articles, if you do you will be revoked"?

I really hope that innocent authors who actually pour their heart into their writing don’t get their accounts revoked. It's sad to see this happening.

But whatever the reason for revocation, everyone deserves at least a warning for the sake of humanity. Or at least a way to appeal to a forum where they get proper answers and not a bot response.
